Reporting directly to: Head of Sub-Office / RCA Programme Coordinator in Medan, in close coordination with Migrant Care Regional Field Coordinator for technical guidance.

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

The Regional Cooperation Arrangements (RCA) are a mechanism through which the Australian Government and the IOM support the Government of Indonesia (GoI) in managing human trafficking, people smuggling and irregular migration in the Indonesian archipelago to assist in preventing onward irregular movement to Australia. IOM’s specific role in the RCA (implementation start date: 2011), is to provide direct and auxiliary services to migrants referred by the GoI to IOM, in the following support areas: (a) accommodation management; (b) meals/living allowances/basic supplies; (c) medical care and counselling; and (d) assisted voluntary returns.

General Functions:
Under direct supervision of Head of Sub-Office/RCA Programme Coordinator in Medan, in close coordination with Migrant Care Regional Field Coordinator for technical guidance and the overall supervision of the Deputy Chief of Mission, the incumbent will be responsible for assisting the movements and the interceptions or self-report cases in the project site, and other relevant project activities as well as oversight, supervise and monitor the implementation of the psychosocial assistance activities for the irregular migrants (IMs) in presence in the Area of Responsibility.

  • Responsible for the care and maintenance of IMs under IOM auspices in his/her area of responsibility and in strict compliance of the agreed IOM Operational Guidelines. 
  • Participate in local and regional meetings and workshops/trainings, if/when requested by Regional Field Coordinator or National Project Officer. 
  • Responsible for mapping suitable service providers, NGOs, government organization or other third parties for delivering particular psycho-social program and activities within Medan/Western Regional field offices. 
  • Responsible for creating and reviewing term of reference (ToR) for psycho-social activities to be applied within Western Regional field offices. 
  • Ensuring the services given by third parties are in line with term of reference by conducting proper monitoring and evaluation and documented means of verifications as standardized in term of reference of the activity. 
  • Ensuring that Migrants community empowerment is applied through community management, voluntary activity, events, capacity building, awareness raising and other possible activities and ensuring the documentation of community profile is well documented. 
  • Implement tailored psychosocial program activities for the irregular migrants (IMs) and ensure that the implementation of social, religious and educational/vocational activities and the like are culturally appropriate and fully respects on the confidentiality on Migrant’s information. 
  • Conduct regular visit to detention center, interception hotels or appointed accommodations to monitor Irregular Migrants activities and ensure that all basic services are provided to all Irregular Migrants (IMs) under IOM auspices in a timely and efficient manner, to collect information on the conditions faced by Migrants, psychosocial needs and also identify issues in accommodation that need to be resolved as work plan prepared in coordination with supervisor. 
  • Assess psychosocial and protection needs and identify problems/gaps, risk and vulnerabilities, including those related to gender and age. Propose/prioritize initiatives to reduce these risks and increase the resilience capacity within the IMs communities in detention and community settings 
  • Provide basic counseling and implementation of psychosocial activities where needed including referral system for psychological problem. 
  • Organize case management for case record, collate, review for completeness of information and maintain a filing, retrieval and forwarding system of documents/records for each migrant undergoing assessment, mental / psychosocial consultation, treatment, referral and follow up. 
  • Prepare and submit reports of visit conducted, monitoring and evaluation of activities report or other reports needed to the Supervisor. 
  • Coordinate and maintain good communication with local authorities in carry out ad hoc support of the Irregular Migrants activities including conduct regular socialization in the accommodation of responsibility. 
  • Coordinate with IOM operation, medical and other divisions within IOM Medan Regional to ensure that the service provided has met within agreed standard. 
  • In coordination with Finance Unit, manage the operational expenses and ensure IOM expenditure is based on IOM regulations 
  • Provide ad hoc activity report, vulnerability statistics and Monthly Report to the Supervisors, Migrant Care Regional Field Coordinator and RCA Programme Coordinator (Sumatra Region). 
  • Conduct duty travel as assigned. 
  • Perform other duties as may be assigned

  • Indonesian National with good knowledge of, and experience in project implementation and operational.
  • University Degree in psychology, Social science, counseling, management or Economic.
  • At least five years of experience in any of these fields, particularly in dealing with migrants and trainings.
  • Experience in provision of community based training activities
  • Knowledge in assisting emergency operations activities;
  • Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations;
  • Excellent understanding and application of ethical practices within the disciplines and a good understanding of rights based approaches.
  • Good written and spoken communication skills.
  • Good interpersonal skills, high loyalty, ability to work in a multi-cultural environment and good working in team.
  • Proficient in computer applications: Ms-Office
  • Willingness to travel.
Language: Thorough knowledge of English and Bahasa Indonesia
