Child Protection and Participation Program Officer - Nagekeo 

JOB SUMMARY:

Responsible for certain program/project focus planning, implementation and monitoring at the program unit (PU).  Will proactively work to influence, support and capacitate local government department in certain program at the district and sub-district level.  Engage in advocacy, networking and coordination in the district. / Bertanggung jawab pada ​​perencanaan, pelaksanaan dan pemantauan program / proyek tertentu di program unit (PU). Bekerja secara proaktif untuk mempengaruhi, mendukung dan meningkatkan kapasitas departemen pemerintah di tingkat kabupaten dan kecamatan dalam program tertentu yang menjadi tanggungjawabnya. Terlibat dalam advokasi, pengembangan jaringan dan koordinasi di kabupaten.


MAIN RESPONSIBILITIES AND TASKS:


R.1. Program/Project Planning and design / Program/ Perencanaan dan Perancangan Proyek 
Conduct situation assessment through issues analysis, capacity/resources, access, opportunity and support / Melakukan penilaian situasi melalui analisis  isu-isu, kapasitasi / sumber daya, akses, kesempatan dan dukungan, Prepare draft Detail Implementation Plan (DIP) of his/her respective program/projectresponsibility at PU level in line with Country Office (CO) DIP and Community Development Plan (CDP)/Mempersiapkan draft Detail Implementation Plan program yang menjadi tanggung jawabnya di tingkat PU yang selaras dengan CO DIP  dan CDP, Design project planning and budget based on PU Detail Implementation Planning (PU DIP). / Merancang perencanaan proyek dan anggaran berdasarkan Program Unit Detail Implementation Planning (PU DIP).,Integrate PU plans with those of the District to encourage synergies./  Mengintegrasikan rencana   PU dengan Kabupaten  untuk mendorong sinergi.Develop annual work plan based on PU DIP with regarding CO DIP and CDP (activities, time line, person in charge, and partnership) / Mengembangkan rencana kerja tahunan berdasarkan PU DIP yang selaras dengan CO DIP dan CDP (aktivitas, waktu, penanggung jawab, dan kemitraan), Communicate the result of annual work plan and PU DIP to all stake holders to synergize resources / Mengkomunikasikan hasil rencana kerja tahunan dan PU DIP kepada semua pemangku kepentingan untuk mensinergikan sumber daya, Input planning in PPM and maintain it is accurate and up to date. / Memasukkan perencanaan ke dalam PPM menjaga bahwa PPM akurat dan terkini.

R.2. Project Implementation / Implementasi Proyek
Develop Project Outline (PO). Generally there will be one PO per program. / Mengembangkan Outline Proyek (PO). Umumnya akan ada satu PO per program. Conduct coordination meeting with stakeholders (formal and non formal)/Melakukan pertemuan koordinasi dengan pemangku kepentingan (secara resmi dan tak resmi) , Identify and agree about role and responsibility each parties/Mengidentifikasi dan menyetujui peran dan tanggung jawab masing-masing pihak, Identify resources, including partnership if necessary / Mengidentifikasi sumber daya, termasuk kemitraan jika diperlukan , Coordinate and collaboration with partner, including review proposal and document of partners (administration) / Melakukan koordinasi dan kerjasama dengan mitra, termasuk  meninjau proposal dan dokumen mitra (administrasi), Lobbying and advocacy for strengthen duty bearer’s support, and institutionalized program in policy of duty bearer’s / Melakukan lobi dan advokasi untuk memperkuat dukungan pemangku kepentingan, dan dilembagakannya program dalam kebijakan pemangku kepentingan. Reviewing of report and action plan of partner /Mengkaji laporan dan rencana tindaklanjut dari mitra

R.3.Program Monitoring and Evaluation / Melakukan Monitoring dan Evaluasi Program
Support PPM & Data Management Coordinator, develop monitoring mechanism, tools of program monitoring / Mendukung PPM & Data Management Coordinator, mengembangkan mekanisme dan alat-alat monitoring program. In collaboration with PPM and Data Management Coordinator, prepare baseline data / Bekerja sama dengan PPM and Data Management Coordinator, mempersiapkan data baseline.  Conduct monitoring to ensure accountability, quality and quantity using instrument/tools and mechanism has determined in DIP/ Melakukan monitoring untuk menjamin pertanggungjawaban, kualitas dan kuantitas dengan menggunakan instrumen / alat dan mekanisme telah ditentukan dalam DIP. Input PPM and maintain it is accurate and up to date/Memastikan PPM akurat dan terkini.Documenting and reporting project to Program Coordinator, PPM and Data Management and Country Office Program Team / Mendokumentasikan dan melaporkan proyek kepada Program Coordinator, PPM dan Data Management Coordinator dan tim program di Country Office.Facilitate learning process of internal institution, village, school, group children, and CBO/ Memfasilitasi proses pembelajaran lembaga internal, desa, sekolah, kelompok anak-anak, dan CBO.Support Country Office Program team in program evaluation/Mendukung tim program di country office dalam evaluasi program. Scaling up best practices / Memperluas implementasi praktek-praktek terbaik

COMPETENCY REQUIREMENTS:
Education : Bachelor degree related field / Sarjana bidang terkait
Child Centered Community Development, Child Rights / Pengembangan masyarakat yang berpusat pada anak, Hak- hak anak .Specific Plan program focus / Keahlian di bidang program yang sesuai dengan program fokus Plan Project Management / Manajemen proyek.Communication skill / Ketrampilan komunikasi.Participatory Rural Appraisal (PRA)/Penilaian wilayah pedesaan secara partisipatif. Lobby and advocacy / Lobi dan advokasi . Adaptability and culture sensitivity / Kemampuan adaptasi dan sensitivitas budaya. Networking and collaboration / Pengembangan jaringan dan kolaborasi

Experience / Pengalaman :
Minimum two years experiences in planning, implementing, monitoring and evaluation of a specific program area / Minimal dua tahun pengalaman dalam perencanaan, implementasi, monitoring  dan evaluasi program khusus
Experienced in representational roles / Berpengalaman dalam peran representatif
Experienced in promoting and developing learning in area of expertise / Berpengalaman dalam mempromosikan dan mengembangkan pembelajaran dalam bidang keahliannya

Range Salary :  IDR 4 512 333 - 6 446 167

Time of Contract :  8 months
