POSITION TITLE: Project Manager, Guide to Sustainable Smallholder Palm Oil Production Project
LOCATION: Jakarta, Indonesia

POSITION SUMMARY Winrock International is recruiting a Project Manager for a donor and private sector-funded project called “Creating a Smallholder Protocol for Sustainable Management of Peat Areas and Responsible Re-Planting of Oil Palm.” This position will be based in Jakarta, Indonesia. The project will create a step-by-step guide for smallholders and tengkulak on how to 1) identify and manage peatland areas in existing plantations and new plantings, and 2) restore peat areas not suitable for replanting. Winrock and Cargill will work in partnership to deliver the draft protocol. The draft will be submitted to the RSPO Smallholder Working Group (SHWG), ISPO, ISCC and the IDH Traceability Working Group. Project activities will include a literature review of existing guidance related to peatland conservation; stakeholder meetings and awareness raising workshops; smallholder pilot projects in Riau to test the draft protocol; and presentation of the final draft protocol to relevant working groups. The project aims to support reduced greenhouse gas emissions and increased market access for smallholder oil palm producers. 

RESPONSIBILITIES Serve as Project Manager of the Creating as Smallholder Protocol for Sustainable Management of Peat Areas and Responsible Re-Planting of Oil Palm project. Oversee all project activities, including:
  • Carry out an initial pilot site visit of targeted independent smallholder palm oil producers in two districts in Riau Province to identify relevant stakeholders including smallholders, middle men and local mills; gather required baseline data on outcome and impact indicators. 
  • Prepare and host an inception workshop with Cargill, Cargill’s major customer, SPKS and APKASINDO to identify key issues to be considered in the protocol; review existing research on the subject.
  • Conduct awareness raising workshops and a survey of 60 targeted smallholders at the Riau sites to gather input from key stakeholders on affordable options for restoration of peatland. 
  • Create a first draft of the protocol based on input from the pilot site survey and inception and awareness raising workshops.
  • Host a workshop to refine the protocol through edits/comments from Cargill, Cargill’s major customer, IDH, RSPO, ISPO, ISCC, the Smallholder’s Union, the Sustainable Palm Oil Manifesto, and other key stakeholders.
  • Work with 60 participating independent smallholders, as well as mill operators and middlemen, to implement the protocol.
  • Collect data on project output, outcome and impact indicators and produce final monitoring & evaluation report.
  • Make final revisions to the protocol based on the smallholder implementation pilot; present the final draft protocol to RSPO, ISPO, IDH, the Smallholder’s Union, the Sustainable Palm Oil Manifesto, and other key stakeholders for their review.
The applicant will also be required to:
  • Organize and track meetings with stakeholders; 
  • Closely follow the implementation plan and monitor each deliverable;
  • Represent Winrock at meetings and conferences as needed;
  • Address and proactively identify problems and challenges.
  • Exceptional communication skills, including excellent written and spoken English and Bahasa Indonesian 
  • At least 7 years of relevant experience working with stakeholders to influence policy and frameworks to achieve sustainability goals
  • Strong understanding of Indonesian political practices, knowledge of Indonesia’s existing body of laws, regulations, and procedures governing land use
  • Experience working with relevant GOI Ministries and Government Officials
  • Ability to build and maintain strong and effective relationships with multiple stakeholders
  • Excellent computer skills, including word-processing, spreadsheets and Powerpoint
Bachelor’s degree required; Master’s Degree preferred. Preferred disciplines include Agriculture, Forestry, Natural Resource Management, International Development, Public Policy, Rural Development.
