WFP Job Vacancy: Logistics Officer (Emergency Preparedness & Response) - Padang

World Food Programme Indonesia Country Office (CO) invites applications from the eligible candidates for the following position:
Position:     Logistics Officer (Emergency Preparedness & Response)
Post Grade:           SC8
Starting Date:       1 January 2016
Duration:               Initial 6 months with possibility for extension
Contract Type:    Service Contract
Duty Station:        Padang, Indonesia
Duties and Responsibilities: Under the overall guidance of the Country Director and direct supervision of Head of EPR, the incumbent will be responsible for the following duties:

Key Accountabilities

-         Development of logistics response plans and processes ensuring compliance with wider logistics policies and WFP standards.
-         Provide technical support to BNPB to “Develop Logistics Capacity and Distribution Management during Disaster occurrence, through the establishment of a network of Logistics Humanitarian Hubs”.
-         Collect and analyse data through research and networking with colleagues to improve performance of local logistics operations.
-         Preparation of accurate and timely reporting that enables informed decision making and consistency of information.
-         Support the capacity building of partners for efficient and effective delivery of assistance to beneficiaries.
-         Identify and build productive relationships with logistics colleagues and staff within West Sumatra.
-         Follow emergency logistics preparedness practices to ensure WFP are able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
-         Act in an assigned emergency response capacity as required to meet emergency assistance needs.

Specific Job Requirements

1.       Logistics Capacity Assessment
      Update and augment the scenario-based Logistics Capacity Assessment for West-Sumatra;
      Provide information on GoI’s regulations for Emergency Responses, and especially Emergency Logistics Operations (Customs, Technical Regulations, etc.);
      Survey the most conceivable primary, secondary and tertiary multimodal transport corridors to be used; the assessment needs to provide all necessary operational details;
      Identify and evaluate potential Government / Private Sector partners / counterparts at Provincial levels; as well as (I)NGOs and other humanitarian organizations already operating in the area, and assess their technical and operational capacities;
      Identify and assess capacities of local logistics services providers;
      Provide detailed information on pre-identified logistics facilities (ports, airports, etc.).
2.       Emergency Logistics Response Plan
      Update, in collaboration with the BNPB and local BPBD, and with other humanitarian partners, the Logistics Contingency plan to attach to the local Disaster Management plan;
      Socialize and raise awareness of implicit roles and responsibilities delineated within the Scenario based Emergency Logistics Response Plans;
      Ensure external partners engagement in the project and convene regular Coordination meetings;
      Map and explain the existing disaster mitigation and management structure;
      In collaboration with BNPB and the local BPBD, identify logistics related technical and management gaps;
      Address those gaps in designing an Emergency Logistics Preparedness work plan; defining roles and responsibilities in plan’s implementation; and monitor the implementation of the Provincial Preparedness Work Plan;
      Recommend SOPs for the Provincial Logistics Cluster, including partners’ involvement / coordination before, during and after disaster. Attain official endorsement of the Provincial Logistics Cluster.
3.       Emergency Logistics Workshop
      In collaboration with the BNPB, BPBD, relevant ministries and the humanitarian community, and on the basis of management arrangements, draw up general and technical capacity development requirements for major logistics topics;
      Transform the training requirements into detailed practical skills oriented capacity development program, based on existing WFP technical expertise and training curriculum;
      Organize, with all relevant partners, a one-week technical workshop aiming at agreeing on the capacity development needs and related next steps, agreeing on the logistics preparedness plan and R&R. A table-top simulation exercise will also be organized during the workshop.
4.       Miscellaneous
      Must be willing to travel extensively;
      Provide training and guidance to junior staff;
      Supervise staff, as required; and
      Perform other related duties as required.
Minimum Qualifications:
Education: Advanced University degree in International Affairs, Commercial or Humanitarian Logistics, Disaster Risk Management or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Desired Experiences:
-      Minimum of five years of postgraduate in Logistics, Emergency Preparedness & Response and Disaster Risk Reduction.
-          Programmes design and implementation.
-          Input into policy discussions and decisions.
Knowledge: Demonstrated understanding of EPR related areas and coordination with Government agency, International agencies. Experience in facilitating/training in DRR is a plus.
Language: Fluency in both oral and written communication in English and Bahasa Indonesia.
