World Food Programme Indonesia Country Office (CO) invites applications from the eligible candidates for the following position:
Position: Programme Policy Officer (Emergency Preparedness & Response)
Post Grade: SC8
Starting Date: 1 January 2016
Duration: Initial 6 months with possibility for extension

Duty Station: Jakarta, Indonesia
Duties and Responsibilities: Under the overall guidance of the Country Director and direct supervision of Head of EPR, the incumbent will be responsible for the following duties:
― Development of WFP Indonesia EPR capacity, ensuring alignment with WFP EPR policies.
― Provide technical support to BNPB to “Develop Logistics Capacity and Distribution Management during Disaster occurrence, through the establishment of a network of Logistics Humanitarian Hubs”.
― Support government EPR capacity development programme and related projects, ensuring a coordinated approach with WFP-BNPB multiyear joint strategy, which complies with WFP standards and procedures.
― Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
― Preparation of accurate and timely reporting that enables informed decision making and consistency of information.
― Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
― Support the identification, development and management of potential partnerships leading to improved assistance packages.
― Support the capacity building of WFP staff, partners and government agencies to prepare for and respond to assistance needs.
Specific Job Requirements
1. Building EPR Capacity & Strengthening EPR partnerships:
― Supporting the development of strategic partnerships with key EPR actors in the Country (Government, UN, NGOs, private sector);
― Supporting the building of government EPR capacity through the implementation of training sessions, and by providing technical support when required;
― With support from Bangkok and Rome HQs, organizing and rolling-out country EPR simulations in collaboration with partners and interagency networks
― Liaison and networking to strengthen relationships with Logistics and ETC Clusters counterparts in TNI, PMI, Ministry of Social Affairs, Ministry of Communications, as well as commercial companies, academics and NGOs;
2. Technical support in EPR
― Ensuring compliance with corporate EPR tools, guidance frameworks and strategy;
― Offering technical expertise for field preparedness activities, especially regarding Emergency Logistics and ETC;
― Reviewing and further refining existing EPR processes taking into account the needs and existing capacities of the BNPB and other counterparts;
― Disaster Monitoring / Early Warning information sharing (internal and with counterparts) and providing technical guidance in EW as required;
― Providing regular technical reviews of country office preparedness plans, and ensure that these are maintained/updated in relation to new and ongoing crises;
― Strengthening the sharing of EPR data and information at the CO level and between the CO and RB, HQ and partners – including GIS data.
3. Support in coordinating emergency response
― Supporting the immediate emergency response in country as required;
― Contribute to the definition of concept of Operations in emergency situation.
4. Training – In close collaboration with the Head of BNPB’s Training Center:
― Liaise with all relevant departments, (i) within BNPB, (ii) with other concerned governmental agencies; and (iii) with any other relevant institution to enhance technical skill-sets of emergency responders
― Define the procedures for the establishment of a pool of “certified trainers” in Emergency Logistics, in close partnership with BNPB and other concerned agencies;
― Define a training of trainers plan, to (i) appropriately train the identified persons, (ii) define “certification procedures”, and (iii) draft a follow-up plan, including refresher training;
― Roll out ToT and Logistics training sessions;
5. Simulation Exercises – Design and organize Simulation Exercise (SimEx) to improve Emergency Logistics preparedness to respond to major disasters:
― Liaise and coordinate with WFP’s main counterparts at National (BNPB) and Provincial (BPBD and Governor Office) levels. Have Focal persons appointed for all agencies;
― Set simulation objectives with senior managers of hosting Government at National (BNPB) and Provincial (BPBD and Governor Office) levels;
― Identify, liaise and engage all concerned stakeholders to be part of the SimEx and edit role-guides as needed;
― Prepare, manage and conduct planning workshops prior to the SimEx to ensure scenario, role guides and stakeholders involvement in the simulation;
― Organize Simulation Exercises in close coordination with Focal persons,
― Organize debriefing sessions and after action reviews to reflect on the scenario and objectives of the SimEx
― Must be willing to travel extensively;
― Provide training and guidance to junior staff;
― Supervise staff, as required; and
― Perform other related duties as required
Education: Advanced University degree in International Affairs, Commercial or Humanitarian Logistics, Disaster Risk Management or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
- Minimum of five years of postgraduate in Logistics, Emergency Preparedness & Response and Disaster Risk Reduction.
- Programmes design and implementation.
- Input into policy discussions and decisions.
Knowledge: Demonstrated understanding of EPR related areas and coordination with Government agency, International agencies. Experience in facilitating/training in DRR is a plus.
Language: Fluency in both oral and written communication in English and Bahasa Indonesia.
