Position Title: Health Team Assistant I (2 positions)

Base Salary: IDR 9.678.917,- per month
Type of Appointment: One Year Fixed Term Contract

CONTEXT
Under the direct administrative supervision of Head of Sub-Office in charge of IOM Jakarta Serpong Tangerang and technical supervision of Senior Migration Health Physician (SMHP) and under overall supervision by RCA Programme Coordinator Central Region,  the Health Team Assistant I will assist in the planning, implementation and monitoring of Health components in close coordination with the relevant units.

CORE FUNCTIONS & RESPONSIBILITIES
  1. Provide assistance to SMHP and Head of Office to ensure that all health components of the project are implemented in line with logical frame works.
  2. Support monitoring and evaluation health program for asylum seekers/refugees/irregular migrants under IOM care (IOM beneficaries) in IDCs in Jakarta area, community accommodations in Jakarta and at interception sites in Java area.
  3. Provide assistance in establishing, maintaining and monitoring health assistance for IOM beneficiary in IDCs in Jakarta area and interception
    sites in Java area by providing regular field visitation.
  4. Liaise with IOM panel health facilities (primary, secondary and tertiary care facilities) to maintain quality assurance respecting IOM procurement and financial procedures and regulations.
  5. In close coordination with SMHP, liaise with relevant (health) authorities regarding the health issues of IOM beneficairies; facilitate for IOM beneficiaries to express their health needs and assure support provisions provided are inline with IOM Operations guidelines.
  6. In collaboration with third party primary clinical care providers, identify and make necessary arrangements  for health service in IDC and interception sites and identify and secure agreements with secondary and tertiary care facilities for referral of migrants while respecting IOM procurement and financial procedures and regulations.
  7. In collaboration with third party primary clinical care providers, ensure that IOM health assistance for beneficiaries adheres to essentials of primary care principles, rational utilization of secondary and tertiary health care.
  8. Provide support on budget preparation and verifying day to day operational needs in providing primary care based health service provisions and facilitation for preventive care and accessing secondary and tertiary care services including payment cycle to implementing partners.
  9. In collaboration with third party primary clinical care providers, ensure that emergency medical referral systems are establish in IDCs, community accommodations and interception sites  and efficiently facilitate for medical needs in coordination with relevant authorities and IOM Health/Operations staff in the field.
  10. Provide assistance to SMHP to manage need assessment, and health behavior of irregular migrants on a regular basis and inform SMHP on interventions such as health promotion and other needs on a regular basis.
  11. Perform such other duties as may be assigned.
REQUIRED QUALIFICATIONS & EXPERIENCE

Education
  • University degree in Public Health, Medicine and Nursing will be highly regarded with two years of relevant work experience in any of these fields, particularly in dealing
    with migrants, or;
  • Completed High School degree from an accredited academic institution, with four years of relevant professional experience.
Experience
  1. Indonesian National with good knowledge and experience in health services
  2. Experience in community development, public health and psychosocial fields related to health system.
  3. Excellent knowledge of structures and functions of district health office and ministry of health;
  4. Capacity to work effectively, strong strategic and creative thinking harmoniously with colleagues from varied cultures and professional backgrounds;
  5. Prior experience working in health insurance and health promotion fields are advantages.
  6. Experience in liaising with governmental as well as national and international institutions preferred.
Languages
Fluency in English and Bahasa Indonesia both written and spoken is required
