Post Title: Project Manager for Supporting PNBP Optimization
Duration of contract: 18 Months

PROJECT CONTEXT
In Indonesia, government policy makers have long justified the commercial exploitation and, more recently, large-scale conversion of the nation’s forests as being necessary to generate government revenues through the collection of non-tax royalties. However, a detailed analysis of the country’s forest fiscal system, published by Corruption Eradication Commission (KPK) in October 2015, documented state losses of between US$ 6.4 billion and US$ 8.9 billion from uncollected forest royalties during 2003-2014. The scale of these losses is arguably far higher if it is considered that Indonesia’s forest royalty rates have declined significantly in real terms over the past two decades, while the value of the timber harvested has grown.

Whether due to (legal) avoidance or (illegal) evasion of royalty payments, the underpayment of fiscal obligations by corporate actors has far-reaching implications for how Indonesia’s forests and peat-lands are managed and how the benefits from these resources are distributed. Access to economic rents gives corporate actors a powerful incentive to exploit the nation’s forests and peat-lands at unsustainable levels, and in many cases, encourages them to secure long-term control over the land after the forest has been cleared. In this way, low levels of fiscal accountability represent a major driver of deforestation and carbon emissions, as well as land-grabbing and displacement of forest-dependent communities. For the nation’s poor, the government’s loss of billions of dollars in potential revenues carries an enormous opportunity cost, as these funds are no longer available to support critically-needed programs and public services.

To address these problems, KPK developed an action plan, in coordination with 12 collaborating agencies, designed to strengthen Indonesia’s timber production reporting and PNBP non-tax forest revenue collection systems. Launched in April 2016, the KPK-led action plan includes a number of reforms that agreed among strategic Ministry/State Agencies such as: Ministry of Forestry and Environment (KLHK), Supreme Audit Agency (BPK), Indonesia's anti-money laundering agency (PPATK), Financial Services Authority (OJK), and Ministry of Finance.  Collectively, these commitments and action plan represent a critical step for the government to take meaningful action in reducing deforestation and peatland conversion and in curbing illicit financial flows associated with unreported timber production. However, KPK and collaborating agencies will face considerable challenges in implementing these measures.

In supporting the effectiveness of implementation the action plan, roles of civil society organizations (CSOs) will be needed to provide recommendations, technical and substantial assistances, as well as oversight the progress of the action plan. Under supervision of Program Manager and Program Director of Sustainable Development Governance and related Advisors, the Project Manager for Supporting PNBP Optimization will be responsible in managing program related activities on PNBP optimization.

FUNCTIONS/KEY RESULT EXPECTED

Summary of Key Functions:

Ensures implementation of project strategic direction and operation. With the following results:
  • Identify areas of program support and intervention according to objective and strategy of PNBP action plan (Renaksi PNBP)
  • Keep regular communications with, and seek regular advice from, the program manager and  advisers to ensure strategic interventions and project implementation
  • Undertakes trouble-shooting of project problems and suggest corrective actions where necessary.
  • Together with Project Management Staffs, Advisors and related partners continuously assess the progress of project implementation.
Design and formulation of implementation strategy, focusing on quantity and quality outputs, achieving the following results :
  • Effective application of results-based management, establishment of management targets, and monitoring achievement of results, translating program priorities into workable interventions.
  • Development and introduction of performance indicators/success criteria, targets, and milestones for projects under areas of responsibilities.
  • Under the supervision of Program Manager and guidance from the Advisers, Coordination with other Program Units to address any relevant issues through synchronization of activities/programs from the stage of project design, work plan and proposal development, management, monitoring and evaluation.
  • Develop annual work plan on his/her areas of responsibilities as per strategy set out for the management review and consideration.
Ensures effective project  management, focusing on the achievement of the following results:
  • Ensure that project is implemented efficiently according to the budget that has been agreed by donor agencies.
  • Project activities are properly implemented with the coordination of partners.
  • Regular meetings are conducted with project team and partners
  • Periodical project reports are prepared and compiled to be submitted to the donors and partners.
  • Overall program strategy, objectives and activities are managed and promoted.
  • Ensuring the achievement of project outcome and output
  • Provide technical assistance to partners and executing agencies in project management and implementation, including monitoring and evaluation
  • Identify and develop synthesis of best practices and lessons learned of the project
Maintaining coordination and developing strategic partnerships and networking with related stakeholders, focusing on avhievement of the following results:
  • Provide strategic input to the Partnership’s programme and provision of top quality policy advice services to the Government and/or other stakeholders focusing on achievement of the projects.
  • Develop productive working relationship and in constant coordination with the donors in the substantive aspects of project implementation.
  • Coordinates with partners for the effective and timely delivery of the expected project results
  • Maintain communication and coordination with partners and related agencies, including government agencies, privates, and civil society organizations.
  • Develop strategic partnerships and networking with government agencies, privates, other projects, donor or international agencies
IMPACT OF RESULTS
The key results have an impact on the successful and timely implementation of activities within designated project documents. In particular, the key results have an achievement on the project quality, project implementation appropriateness, and project reporting and management oversight with regard to program of cluster.

RECRUITMENT QUALIFICATION

Education:
Bachelors (S1) Degree, preferable Master Degree; having good knowledge regarding the current socio-political and economic conditions; Forestry Governance related issues especially on transparency, timber production, non-tax revenue in the forestry sector; clear commitment to governance reform; humble in character and patient in listening to stakeholders is a must; willing to develop a good teamwork with the Partnership staff; having a good skill in report writing, project management and good skill on the use of ICT.

Experience:
Minimum 8 years of relevant experience in project planning, implementing and monitoring; experience and skill in facilitating multi-stakeholders forum, in pulling stakeholders such as key government agencies, civil society organizations, social-political figures, private companies and grassroots communities, etc.; and having knowledge and experience in forest finance issues is a big plus.  Fluency in English and Bahasa Indonesia are expected.
