Project Description:
Transformasi is implementing 15 months SINERGI project through a consortium together with Rajawali Foundation and Education Development Center (EDC). SINERGI is under KUNCI Initiative implemented by DAI and supported by USAID. The purpose of KUNCI project is to promote more inclusive economic growth by improving access to workforce and entrepreneurial skills for poor and vulnerable youth. The ultimate goal of this project is to connect 200,000 poor and vulnerable young Indonesians with learning and livelihood opportunities.

The goal of SINERGI project is to develop a better match between the job skills of poor and vulnerable youth and local labor market demand, through enhanced multi-stakeholder coordination and smarter policies. SINERGI will be implemented under two phase, the pilot period for 15 months in Central Java and the implementation period for the next 3.5 years (subject for USAID approval). The goal of the project is achieved through successful implementation of the following three Intermediate Results (IR):

  • Improved national level inclusive workforce policy environment through knowledge sharing among government and private sector actors;
  • Improved provincial level inclusive workforce coordination among government, training providers, youth and private sector;
  • Improved vocational training that equips poor and vulnerable youth with relevant work skills.
Transformasi is seeking a Project Leader will responsible to take full responsibility to overall project implementation and ensure the outcome achievement of project results 2 in accordance with SINERGI and KUNCI goal. He/She will collaborate with SINERGI Consortium team to ensure the overall achievement of the Project. He / She will play leading role in project planning, budgeting, organizing, networking, staffing and reporting.

He/she will consult to the Executive Director particularly for any strategic decision that has potential effects to the project result and outcome.

Duties and Responsibilities:

Project Management

  • Plan the delivery of the project and its implementation activities schedule in accordance with the project targets and outcomes.
  • Oversee the overall project management including preparing project standard operational procedure (SOP), budgeting, staffing, monitoring and evaluation, and reporting.
  • Ensure that program activities operated within the policies and procedures of organization and comply with the donor requirement and contribute to SINERGI overall objective and in accordance with the goals of KUNCI.
  • Take full responsibility to the achievement of project outcome and for all decisions made within project implementation.
  • Coordinates with other department in Transormasi to ensure the effective and efficient program deliverable.
  • In collaboration with Executive Director, select and recruit senior project team such as Provincial Coordinator, Research Coordinator as well as consultants.
  • Supervise project team, partners and consultants to ensure effective and efficient program delivery.
  • Implement the human resource policies, procedures and practices of the organization.
  • Supervise program staff by providing direction, input, feedback and guidance.
  • Maintain communication with donors and other stakeholders to gain community support for the program and to solicit input to improve the program.
  • Carryout constant evaluation and adjustment within a specific period of time to ensure that both internal and external risk are mitigated.
  • Overse report preparation to ensure the quality, schedule and submission in compliance to the Mitra KUNCI requirements.
  • Provide clear and unbiased direction in relations to roles, authority and duties of team members to ensure good teamwork.
  • Ensure monitor and evaluation activity is in line with SINERGI M&E framework.
  • Review and approve the project report ensuring it meets donor requirement.
  • Submit project report in regular basis to Executive Director and recommend changes to enhance the program, as appropriate.
  • Ensure all staff members receive orientation and appropriate training in accordance with organizational standards.
  • Propose quarterly work plan and budget to Executive Director.
  • In coordination with Finance and Admin Director, oversee budget spending against the achievement of project output to make sure effectiveness of project implementation.

Coordination and Networking

  • Coordinates with other Directors to ensure the effective and efficient program implementation and budget allocation.
  • Lead the collaboration with SINERGI Consortium member to prepare project monitoring and evaluation plan.
  • Ensure collaboration and support from Jakarta team (Finance & admin, policy staff, M&E, communication and research) to Provincial Coordinator and the team to ensure the successful implementation and reporting of the project.
  • Develop relationship and maintain communication with SINERGI prime organization and team members, Mitra KUNCI, other Mitra KUNCI Partner Implementers, high level government officials at the national and subnational level, and academics, senior management of TVET Providers, companies, business association, that is potential to contribute to the project.
  • Provide leadership by working with partners and key stakeholders and line managers to ensure that they are in agreement on project strategies.
  • Maintain relation with Mitra Kunci Impmenting Partners who operate withing the same province and have relevant contribution to the SINERGI project achievement.

  • Approve project budget based on quarterly work plan approved by Executive Director.
  • One of panel selection for bidding process in the context of project procurement.
  • In collaboration with Executive Director and Finance & Admin Director, recruit Provincial Coordinator, Research Coordinator, consultants and deploy existing staff to be part of SINERGI project team such as Policy Advisor, M&E Officer, Communication and Campaign Specialist.
  • Supervise and evaluate the performance of project teams including Provincial Coordinator, Research Coordinator, Policy Advisor, M&E Officer and Communication and Campaign Specialist.

  • Master degree from Public Policy, Development Studies, Social Economic Science, and other related fields.
  • 10-15 years in project management and program leader roles in development and policies with experience in research, facilitation process, advocacy and communication work.
  • Experiences working with government organizations, particularly government officials at the provincial and district level, companies, business association and team members from various background.
  • Have previous experience working with Ministry of Manpower and Transmigration, Ministry of Industry or Ministry of Education and Culture is an advantage.
  • Familiar with TVET and labor issue is an advantage.
  • Have experience managing USAID project and familiar with its regulation are preferable.
  • Experience working with INGO or in international circumstance is beneficial.
  • Previous experience working with officials in Central Java Province is an advantage
  • Has deep understanding on program management cycle, including planning and budgeting.
  • Competent in personal organization and priority setting, with the ability to work effectively under time pressure, long hours, tight deadline and manage multiple priorities.
  • Self-initiative and capable to work independently as well as a team player.
  • Has good interpersonal and communication skills, with the ability to effectively interact with people in a multi-disciplinary and multi-cultural environment.
  • Strong project management skill with ability to budgeting, prioritizing, meeting deadline and achieve results through team work and multi stakeholder collaboration approach.
  • Excellent in written and spoken English.
  • Have strategic and analytical thinking.
  • Willing to travel to the project sites frequently.
  • Good report writing skills.
  • Computer literate on MS Office, with professional email writing experience.
