Program Background:
The Knowledge Sector Initiative (KSI) is a joint initiative of the Government of Indonesia and Australia (through the department of Foreign Affairs and Trade - DFAT) designed as a unique and holistic approach to support Indonesia's stakeholders promote evidence based policy making. In the first phase of KSI, the focus was on building capacity, relationships, networks and systems as key knowledge sector assets for strengthening policy making in Indonesia.

Now entering its second phase (2017-2022), the team will consolidate, mobilize and expand these assets to produce, communicate and utilize quality data and knowledge across Indonesia's policy cycle at both national and subnational levels. It will also work across a range of DFAT programs in exchanging and amplifying tools and knowledge for policy produced by these programs. RTI International as the managing contractor for this program is in search of highly qualified and enthusiastic, experienced candidates to fill the position of: Monitoring Evaluation and Learning Facilitator (Jakarta Based)

Essential duties and responsibilities:
The Monitoring Evaluation and Learning Facilitator (MEL Facilitator) is an exciting new role which will support the implementation of an innovative approach to monitoring and evaluating a flexible and adaptive program. It will have a strong focus on ensuring monitoring and evaluation feeds into learning and adaptation across the program.

The MEL Facilitator will work under the supervision of the PME (Performance Monitoring and Evaluation) Lead and closely work with the Monitoring and Evaluation Officer (MEO) and program team to collect, manage and analyses M&E data and synthesize this information to enable learning across the program. They will also play a key role in facilitating the program team to regularly learn and reflect on M&E findings, identify operational implications for the program and adapt program approaches and activities to achieve program outcomes.

The responsibilities are as follows but are not limited to:
  • Support the effective implementation of the Monitoring, Evaluation, Research, Learning and Adaptation (MERLA) system under the coordination of the PME Lead and in close collaboration with the RTI Monitoring Evaluation Learning (MEL) team;
  • Facilitate in-house capacity-building and mentoring to all KSI units in understanding and implementing their responsibilities in documenting and analyzing key learnings from activities;
  • Seeks ways to streamline the process and increase efficiency in gathering and using key learning information and documentation;
  • Monitor all project activities and progress in order to identify and harvest learning to ensure the project continues adapting its approaches to achieve the desired program objectives;
  • Commission research and mini-evaluations to document and harvest learnings throughout the program;
  • Facilitate program teams to regularly learn and reflect on M&E findings and identify ways to adapt and improve the program approach and activities to achieve desired program objectives, including supporting the PME Lead to prepare and conduct six monthly reflection sessions;
  • Support documentation of learning and outcomes from regular reflection sessions and key management decisions taken.
  • Suggest adaptation strategies to the PME Lead based on the analysis of key learnings and innovation for improving the efficiency, effectiveness and sustainability of the program;
  • Work closely with senior management and the program team to ensure program learning is used to inform
  • programmatic and management decisions and document changes made within the program based on learning;
  • Develop high quality written reports and briefs capturing program progress and learning, including donor reports.

Requirements:
  • Master’s degree and a minimum of 6 years of experience or a Bachelor Degree and 10 years of experience in monitoring and evaluation, management, business administration, international development, social policy research, communication or a related field;
  • At least 5 years working on large donor (or other) funded development programs in an analytical, research or M&E role;
  • Experience in conducting monitoring and evaluation on development programs, including designing and using M&E data collection tools, data management, analysis and reporting;
  • Experience facilitating, training or capacity-building teams; Excellent analytical and problem-solving skills;
  • Strong written communication skills, including ability to effectively synthesize and analyze data and prepare high quality written reports;
  • Strong oral communication, interpersonal and team-work skills, including ability to work effectively and sensitively with program teams, government and non-government stakeholders;
  • Understanding of research and evaluation methodologies and ability to commission research and evaluation to meet the learning needs of the program;
  • Highly advanced English writing skills and strong Bahasa Indonesia speaking and writing skills a plus;
  • Experience facilitating program teams and management to learn and reflect on M&E information and use this information to make decisions on how to adapt and improve program approaches to achieve desired program objectives is desirable.
