Building Safe & Resilient Communities (BSRC) Program Final Evaluation Consultancy

Consultancy Purpose
Nusa Tenggara Timur (NTT) is a small archipelago located in the Flores sea, and is identified as one of the poorest and most disaster prone provinces in Indonesia. Communities are vulnerable to the severe impacts of crop or harvest failures on health and livelihoods as a result of these disasters. In addition, the region experiences high levels of maternal and child mortality, malnourishment, diabetes, diarrhoeal and vector borne diseases, with Dengue and Malaria endemic in some remote communities.
This project implemented by Palang Merah Indonesia (PMI) targets four disaster prone districts within Nusa Tenggara Timur (Belu, Manggerai, Alor and Kota Kupang), building local community capacity to establish and sustain integrated, community led disaster and health resilience. The project is building Indonesia Red Cross’ branch capacity in disaster preparedness and response, and supporting community resilience by empowering villages to identify their vulnerabilities and capacities and prioritise essential preparatory community actions. The project is also linking trained village volunteers and the local PMI branch with government health infrastructure to deliver MCH information and increase access to services for women and their children.
Disability mainstreaming is also a focus for the program, seeking to up-skill staff and volunteers to promote the meaningful involvement of PLWD in Red Cross activities in NTT, including participation and leadership in project activity design and implementation.
The project began in July 2016 and will run for a minimum of three years. Risk Reduction Plans have now been approved and hazard mitigation activities have commenced, alongside training of volunteers to roll out health awareness sessions and augment the support provided by local maternal and child health clinics.
The project spans a total of 12 communities across 4 districts (4 focusing on Health, 5 on DM, and 3 combining Health and DM):
  • Alor: Kolana (DM), Kodipil (DM), WolWal (H&DM)
  • Belu: Rafae (DM), Sarabao (H&DM), Fatuketi (DM), Renrua (H)
  • Kupang: Naoini (H)
  • Manggarai: Ndehes (H), Gapong (H&DM), Ranaka (DM), Poco (DM)

Consultancy Description

The BRSC Program will need to have a final evaluation before June 2019, as a final program review and reflection.

The key aims of the Final Program Review and Reflection are to:

  • Assess the progress of the BSRC program against the program outcomes
  • Identify the key lessons learned from the project, including barriers and challenges, unexpected as well as expected outcomes and to;
  • Develop recommendations to guide design for future resilience programming.
The consultants will be required to adopt an approach and methodology that integrates assessment of project progress against outcomes within a broader framework of strategic reflection and analysis with project stakeholders. The balance of the approach should be towards findings and reflections that inform future PMI resilience design and implementation.

Requirements

  • Demonstrated experience in developmental evaluation and/or summative evaluation;
  • Demonstrated 5 years’ experience in quantitative and qualitative data analysis;
  • Knowledge and experience working in Indonesia highly preferred;
  • Experience working in cross-cultural settings to build evaluation capacity;
  • Research experience working with vulnerable cohorts;
  • Fluency in English and Bahasa Indonesia required
