Program Coordinator, Maternal and Child Health, Indonesia

Overall Purpose/Broad Function:
Working from the NI office in Jakarta, manage an integrated program in the provinces of East Java and East Nusa Tenggara to improve the delivery and take up by vulnerable groups (pregnant women, newborns, and children under 5 years) of 4 micronutrients – Vitamin A, Zinc, Iron and Folic Acid - with a focus on their key role in improving Maternal, Newborn and Child Health (MNCH). Liaise closely with the Senior Maternal Adolescent and Child Health Program Officer who is overseeing similar programs in other provinces, to ensure cross program learning.

Key Duties and Responsibilities:

Coordination and Advocacy
  1. Work closely with the Indonesian Government (GoI) and key stakeholders to increase their interest and engagement on issues around VAS, zinc and ORS for childhood diarrhea treatment, IFA supplementation for pregnant women, and be responsible for coordination and liaison with key players at national and provincial levels including the main funder of this program DFAT (Australian Government), Australia Indonesia Partnership for Health Systems Strengthening (AIPHHS), DFATD, UNICEF, MCA-I (Millennium Challenge Account-Indonesia, UN/NGOS, Universities, private sector and relevant tasks forces or committees, etc.
  2. Support GoI programs through initiatives that may include, formation of a task force, policy formulation, development of specific guidelines, while acting as a technical resource person
  3. Participate in central and provincial government task forces and informal working groups on the VAS, zinc and ORS and IFA supplementation programs.
  4. Facilitate and support advocacy meetings/activities and organize technical or programmatic workshops at the district, provincial and central levels.
Capacity building
  1. Support to capacity development of health functionaries at central, provincial and district levels.
  2. Participate in district level reviews to facilitate problem solving and problem seeking.
Streamlining supply chain
  1. Liaise with the Director and Logistic and Supply Chain Management Project Officer in the Directorate of Nutrition and Sub-directorate Diarrhea, Department of Communicable Disease and Environment Health (CD&EH), Diarrhea Subdivision,  and as serve a link between central, provincial and district levels.
Support field implementation
  1. Provide technical support and guidance to provincial coordinators and supervise their work.
  2. Support an independent agency to conduct the evaluation survey.
Support BCI interventions
  1. Support BCI interventions and appropriate BCI strategy for creating awareness.
Monitoring and Reporting
  1. Establish and streamline the use of Quality Reporting System (QRS) for improved reporting on coverage and stocks for VAS.
  2. Build capacity of health staff on the use of QRS for VAS program in rolling up data from sub-district to district level to national levels.
  3. Streamline monitoring for both IFA and zinc programs.
  4. Monitor all components of VAS, zinc and ORS, and IFA supplementation programs at the provincial and district levels and identify gaps and areas of support.
  5. Undertake field visits including guiding field implementation.
  6. Compile and analyze monthly reports and share with NI Director.
  7. Build capacity at provincial levels to analyse monitoring data and take corrective actions.
Other
  1. Undertake travel to the selected provinces and districts and attend national level activities as required.
  2. Support recruitment of provincial and district coordinators in consultation with Director
  3. Any other tasks as requested by Director from time to time
Supervisory  Responsibilities:
  1. 2 long-term consultants at provincial level
Education/Professional Designations/Experience:
  1. A Master’s degree in any of the following disciplines: public health, nutrition, medicine, health systems management, international development and/or a related field including medical degree.
  2. A good understanding of human nutrition especially the role of micronutrients
  3. Experience in working with or within public health systems.
  4. Good knowledge of government policies and programs to address nutrition in Indonesia.
  5. Ten years’ experience working for at least 2 of the following kinds of organizations: national and district governments, NGOs, community groups, donors, UN agencies (preferably a combination of experience in at least two of these).
Experience in results-based management

Language Skills:
In addition to Bahasa, fluency in English (reading, writing & oratory skills) is a prerequisite.

Travel Requirements:
Frequent travel within Indonesia, occasional travel within the region

Other Specific Skill Requirements:
  1. Ability to manage and coordinate complex multi-partner programs.
  2. Ability to effectively communicate, network and negotiate with a diverse range of stakeholders, especially national and state governments to achieve program objectives.
Strong program management skills
  1. Ability to work as part of a team and independently
  2. Ability to think innovatively.
  3. Strong communication, reporting and presentational skills (oral and written).
  4. Ability to effectively represent NI and the programs in various fora.
  5. Good computer skills, including MS Office programs.
