Country Purpose:
Islamic Relief Worldwide in Indonesia was operation since 2003 following the  MOU signing with the Ministry of Home Affairs. The objective of IRW in Indonesia programme is to contribute to the social welfare of the Indonesia people and to alleviate the suffering. The main sector for the programme include:

  3. Education
  4. Child Welfare
  5. Shelter
  6. Disaster Risk Reduction
The geographical area are Banten, NTB, Aceh and Central Sulawesi province directly implementing or through partners.
Islamic Relief Worldwide in Indonesia is looking to recruit a Senior Livelihood Officer, based in Palu – Central Sulawesi.
Reporting Line:
Post holder direct reports to : Project Coordinator
KEY DUTIES AND RESPONSIBILITIES:
Specific Responsibilities
  1. Under the guidance of  Project Coordinator, carry out livelihood component under DEC-phase 2 project
  2. Working together with consultant and other project team member, design and conduct need assessment to identify the beneficiary need
  3. In liaison with the community leaders, local authorities and the beneficiaries, ensure that livelihood interventions in this DEC-phase 2  are well understood with full participation
  4. Design the livelihood intervention including the strategy, key activities, and timeplan according to the agreed proposal with donor
  5. Support beneficieries in setting up group , microfinance mechanism and social enterprises
  6. Lead the preparation and  implementation of Emergency Market Mapping Analysis (EMMA), Household Economic Analysis (HEA) and case study for MBICT4D
  7. Lead the preparation and the implementation of any technical assistance in business, finance, and marketing for project beneficiaries
  8. Working together with partners, volunteer, and other team member, monitor the progress of livelihood component implemention
  9. Ensure transparent, gender consideration in the selection of the Women
  10. Ensure that the village relief committees are regularly visited and provide regular feedback from the community and the beneficiaries.
  11. Ensure close contacts with the community elders and local authorities in the operation area.
  12. Liaise directly with communities, elders and local authorities, as well as other agencies operational in the project locations regularly to ensure coordination and effective implementation of activities.
Support
  1. Support Project coordinator in implementing effective and efficient all procurement, finance, inventory  and administration process  in the project together with other support team
  2. Apply AX system for procurement in cooperation and coordination with Finance team and Project assistant
  3. Ensures inventory accuracy by coordinating the inventories and goods system to system information with  monitoring as well as other manual inventory and adjustment processes
  4. Answers questions regarding sourcing from internal and external auditor as needed,
  5. Assist in the administration of supply agreements
  6. Overview performance of vendor
  7. Coordinate with program department to manage inventory levels at multiple office locations
  8. Communicates fulfilment status and / or issues within the Organization to points including Demand / Supply Planning, Logistics Management, Sales, and Customer Service
  9. Other tasks designated by the Supervisor
KEY COMPETENCIES:
Experience/Education:
  1. Relevant education back ground in economics, social development, management (Minimum Bachelor Degree) and other social field ( having experience in support department or mixing between program and support) will be an asset
  2. Minimum 4 years of experience working within development or humanitarian aid sectors - Experience in Livelihood program,  Community Based Social Enterprise, Grameen and/or Sharia microfinance.
  3. Experienced individuals in establishing a non-cash cash transfer mechanism.
  4. Understand and be committed to the implementation and fulfillment of the Core Humanitarian Standard (CHS)
  5. Having experience using e-money and EDC machines in providing humanitarian assistance.  Prioritiy will be given to Individual who has experience in implementing an MBICT4D (Market Banking, Information, and Communication Tehcnology for Disaster) approach.  
  6. Own the experience of building cooperation with banks and traders / vendors.
Skills
  1. Self-starter who is able to work collaboratively across functional areas to achieve organization and personal performance objectives.
  2. Demonstrated ability to conduct/oversee evaluations, reviews, assessments, etc.
  3. Experience in the evaluation of development projects using a range of qualitative and quantitative methods.
  4. Able to write report in English with minimum revision/edit
  5. Flexible
  6. Knowledge and practical understanding of and ability to work within both relief and development NGO contexts.
  7. Proven record of effective management
  8. Ability to work in a team
  9. Communication skill and report writing
  10. Problem solving
Language:
  • Fluency in English (written and spoken)
