RISE Indonesia Coordinator / Country Manager

Reporting to: (1st) RISE Program Manager (2nd) Program Director 

Strong working relations to: RISE Executives; Objective Leaders; UNHAS and ADB

Duration: 12 months, extendable up to four years based on performance

Key Responsibilities
  • Lead in strategic program management and coordination of in-country activities, ensuring cross-fertilisation across program objectives, including: 
    • Work planning, budgeting, procuring and monitoring of activities;
    • Coordination of missions/visits by RISE management and researchers;
    • Management of Indonesian offices, staff and logistics;
    • Facilitation of on-the-job training and capacity building and knowledge transfer in water-sensitive cities approaches and technologies as well as human and environmental assessment;
    • Ensure proper documentation of program experiences and lessons learned and provide input to policy and work planning dialogues.
  • Coordination of health and environmental assessments 
    • Lead in building and maintaining strong relationships and coordination with assessment partners, including universities, laboratories, government departments at city and national levels;
    • Lead program teams to collect data in line with agreed work p lans, systems and processes;
    • Oversee local data management and coordination with overall RISE systems;
    • Ensure full compliance with research ethics procedures;
    • Ensure relevant and timely reporting, briefings, meetings and field visits for the health and environmental assessments.
  • Coordination of the upgrading of informal settlements (the ‘Build’) 
    • Lead in building and maintaining strong relationships and coordination with local partners including ADB and government agencies responsible for urban planning, housing, upgrading and environment at city and national levels;
    • Support in the development of detailed designs and final approval, including identifying and securing required technical expertise (consultants) as and when required, procurement of upgrading works ensuring best value for money, and oversight in construction works and management of contracts;
    • Support the development and implementation of co-design process to maximise impact;
    • Link with local university partners for engagement with students and researchers in the Build objective.
  • Perform other duties and responsibilities within the expertise and experience as required: 
    • Provide advisory services to support policy and technical processes;
    • Support dissemination of program outcomes and impacts to improve future programs and policies;
    • Represent RISE in coordination and information forums such as WASH and Healthy / Smart Cities clusters or task forces to support program activities/outcomes;
    • Identifying new programmatic opportunities, developing concept notes and project documents, and building in-country partnerships.
Key Result Areas
  • Ensure overall government and partner engagement and satisfaction with program design, progress and outcomes in-country 
  • Timely implementation of research and build components as per agreed workplan and budget
Qualifications and Experience
  • At least a Bachelor’s degree in business, program/project management, science, engineering, architecture, urban planning/design, environment, management, health sciences or related discipline. 
  • At least ten years relevant experience with managing complex program implementation, research program management, urban infrastructure implementation, community-based development and/or familiarity with and deep interest in quantitative and qualitative health research.
  • Excellent English and Indonesian oral and written language skills essential.

About RISE 
Revitalising Informal Settlements and their Environments (RISE) is a five-year interdisciplinary research program which aims to demonstrate a new approach to water and sanitation management in urban informal settlements. Using a randomized control trial (RCT) methodology involving 24 informal settlements in Makassar, Indonesia and Suva, Fiji, the RISE theory of change is that the localized, nature-based Water-Sensitive Cities (WSC) approach to informal settlement upgrading can interrupt the fecal-oral transmission route, resulting in an improvement in human gastrointestinal health, especially for children under 5 years of age. The expected outcome is to provide evidence that localized, nature-based approaches can deliver, sustainable, cost-effective improvements in health and the environment in the Asia-Pacific and promoting further deployments in the region and globally.
