GIZ - SASCI Project Job Vacancy: Provincial Advisor - Pontianak, West Kalimantan

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government.

The „Sustainable Agricultural Supply Chains in Indonesia (SASCI)“ project, in collaboration with its main government partner, Ministry of Agriculture (specifically the Directorate General of Estate Crops) supports the Government of Indonesia in its efforts to reduce GHG emissions from deforestation and forest degradation by promoting sustainable supply chains for selected agricultural commodities (primarily palm oil) by smallholder farmers in Kapuas Hulu district, West Kalimantan. With the project aiming for a jurisdictional approach, the project objective „Establishment of deforestation-free agricultural supply chains for renewable commodities with global markets“ shall ensure that legally protected forest ecosystems in Kapuas Hulu district in West Kalimantan province (the „jurisdiction“) are not negatively affected in quality (degradation) or quantity (deforestation) by the production of selected agricultural commodities (primarily but not exclusively palm oil).

The project promotes sustainable agriculture based on a jurisdictional approach with important elements being participatory land use planning and mapping, and improved agricultural production practices. Such practices include deforestation-free production and dissemination of agro-biodiversity promoting approaches. In the landscape planning process, areas with protection value (e.g. HCV, HCS and Essential Ecosystem Areas) are identified and mapped.

The project comprises four main outputs: (1) Strengthening the capacity of smallholder farmers for sustainable production of palm oil and other agricultural commodities; (2) Increasing the capacity of government organisations, civil society actors and the private sector for sustainable agricultural commodity supply chain implementation, including conflict-resolution mechanisms; (3)  Strengthening national initiatives for implementation of sustainable agricultural commodity supply chains; (4) Smallholder farmers in Kapuas Hulu district, West Kalimantan have access to global markets.

We seek a qualified Indonesian candidate for: Provincial Advisor on Strengthening National Initiatives and Strategies for Sustainable Production of Selected Agricultural Commodities

Under the direction and guidance of the GIZ Project Leader, in collaboration with Project technical advisers, and in coordination with other ongoing GIZ projects and with the relevant provincial government institutions in West Kalimantan, the incumbent is responsible for: 
  1. Contributing to the achievement of indicators, targets and activities of the overall SASCI Project, with particular focus on West Kalimantan province
  2. Fomenting linkages between national, provincial, and district levels for sharing of experiences on sustainable palm oil supply chains
  3. Contributing to coordination of policies, strategies and actions between national and local level
  4. Advising on the implementation of the National Action Plan for Sustainable Palm Oil
  5. Providing advice and input to, and cooperating with, a range of stakeholders in the province of West Kalimantan, in sustainability aspects of oil palm and other agricultural commodity supply chains
Professional advisory services
  1. Supports the creation and operation of a multi-stakeholder platform (government organisations and civil society representatives) as a link between the Kapuas Hulu district platform and the national platform for implementation of the National Action Plan on Sustainable Palm Oil and the promotion of sustainable supply chains for other agricultural commodities
  2. Promotes and contributes to the drafting of a provincial action plan for the sustainable production of palm oil
  3. Plans and arranges for capacity development of the members of the provincial multi-stakeholder platform and other relevant provincial management staff through education and training
  4. Collaborates in the capacity development of consultants/advisers in Good Agricultural Practices (GAP) through the implementation of a Training of Trainers (ToT) programme
  5. Collaborates in the establishment of coordination and exchange mechanisms at the provincial level and between the provincial, the district, and the national levels
  6. Monitors the implementation and progress of ISPO and other certification systems for palm oil in the province
  7. Monitors the status and development of palm oil and other estate commodities at provincial level
Networking and Communication
  1. Coordinates with other main stakeholders in the province of W. Kalimantan
  2. Maintains regular contacts with the relevant government and other official structures at provincial level, including the West Kalimantan Plantation Agency, the Provincial Planning Agency, the Environment and Forest Agency, Forest Management Units, research institutes, academic institutions, etc.
  3. Maintains regular contact and, to the extent feasible and relevant, coordinates activities and events at provincial level with relevant international and national organisations (such as UNDP/Sustainable Palm Oil Initiative (SPOI), FoKSBI, ISPO, RSPO, LTKL), private companies (plantation companies, processing facilities), non-governmental bodies, and donor-supported programmes and projects
  4. Maintains contacts and communication with other German government funded (BMZ, BMU, BMEL) development measures, including global and sector measures and private-public partnership (PPP) projects, with presence in the province and/or of relevance to the Project
  5. Communicates widely the aims, strategies, and planned activities of the Project and exchanges ideas and information for the benefit of the Project
  6. Communicates and coordinates plans, activities and events with main stakeholders at the provincial level through the multi-stakeholder team in Pontianak
  7. Maintains close linkages and fluid communication with the FORCLIME team and main stakeholders in aspects of jurisdictional approaches, monitoring of deforestation and forest degradation (e.g. forest fires), peat land surveying and mapping, etc.
Knowledge Management and Learning
  1. Supports the documentation and presentation/discussion of approaches, experiences and concepts from Kapuas Hulu district at the provincial multi-stakeholder platform
  2. Takes initiatives to identify, analyse and document project relevant experiences and results by other stakeholders active in the province within, for example, sustainability standards and certification, traceability, no-deforestation measures by global commodity groups, climate smart agriculture, ‘green funding’, HCV and HCS approaches, and biodiversity conservation- and management in estate crops
  3. Formulates and documents experiences and concepts in the promotion of deforestation-free agricultural supply chains in W. Kalimantan
  4. Contributes to preparation of technical and progress reports, guidelines, manuals, news, presentation materials and other relevant materials
  5. Contributes to the preparation, execution and documentation of trainings, workshops, forums, meetings, and other project activities
  6. Contributes to project planning, monitoring and evaluation
Other duties/additional tasks
  1. Supports the provision of logistics for visiting partner and project staff from district and national levels as well as for other visitors to the project at provincial level
  2. Coordinates with and supports the Project development advisor in her/his tasks in the province
  3. As requested by the management, guides visitors in connection with trips to W. Kalimantan
  4. Provides support to organizational and management matters
  5. Participates in regular project team meetings
  6. Performs other duties and tasks at the request of management
Required qualifications, competences and experience

  1. Bachelor or master’s degree in agriculture, Forestry, Biology, or related discipline
Professional experience
  1. Minimum 5 years’ professional experience, with focus on aspects of natural resource supply chain management and/or certification (agriculture/forestry)
  2. Experience in designing and carrying out capacity development initiatives in natural resources management
  3. Familiarity with the Good Agricultural Practices (GAP) concept
  4. Knowledge and understanding of different sustainability certification systems for ecosystems or commodities (ISPO, RSPO, Rainforest Alliance, FSC, SVLK, etc) 
  5. An understanding of and/or experience with commodity supply chain traceability systems from producer to global customer (Chain of Custody) will be considered an advantage
  6. Experience from working with local government structures and with international and local NGOs
  7. Recent work experience from West Kalimantan and a good understanding of current issues and policy processes for agricultural commodity supply chains in West Kalimantan or elsewhere in Indonesia facing similar conditions and challenges, will be an added advantage
Other knowledge, additional competences
  1. Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. Microsoft applications)
  2. Willingness to travel regularly and to work in the field for periods at a time
  3. Working knowledge of the English language indispensable; knowledge of German an additional asset
  4. Willingness to upgrade skills as required by the tasks to be performed – corresponding measures to be agreed with Project management
