The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is an independent academic institution established in 1984. Since 1990, RWI has carried out a wide range of research, academic education, and institutional capacity development programmes internationally in the human rights field, mainly with the support of Swedish Development Cooperation.

RWI’s office in Jakarta coordinates the institute’s programmes and activities in the Asia Pacific region. RWI has been active in different countries across Asia since the 1990s and has coordinated regional programmes since 2007. Our regional focus has been to strengthen the capacities of NHRIs and academic institutions to be actors of change for human rights implementation and their promotion across the region.


From 2017, the Jakarta office commenced a five-year regional programme focusing on the linkages between human rights and environment, climate change and sustainable development. The programme supports research, synergies between sectors and RWI’s global thematic foci.  The programme is supported by the Swedish Development Cooperation.


Position Description

RWI is seeking applications to fill the position of a Monitoring, Evaluation, Accountability and Learning (MEAL) Programme Officer to support the Jakarta office and the programmes across the region. The position is full-time and subject to funding, with an immediate starting date. The initial contract will be for 12 months, with possible extensions based on
performance and funding.


The MEAL Officer’s primary role is to ensure that all M&E functions are conducted in accordance with project agreements. The MEAL Officer directly supports and assists program officers with data collection, analysis and learning activities to ensure accountability and efficiency of the programme.


S/he will provide technical field support on M&E systems with program officers to assess field conditions, support capacity building initiatives and facilitate the collection of quality data. The MEAL officer will also hold responsibilities towards designing and embedding an internal learning and development process to improve the systemic application of MEAL within the RWI Jakarta office team and its programmes.


Main Tasks and Responsibilities


M&E Systems Development

  1. Develop and implement a robust monitoring and evaluation system that will ensure tracking of programme results at different levels (outputs, outcomes and impact)
  2. Ensure M&E requirements are budgeted at appropriate stages in the programme management cycle.
  3. Coordinate and oversee implementation of baseline surveys, needs assessments and other relevant monitoring and evaluation activities.
  4. Develop or adjust survey tools and data collection systems for assessments and monitoring programmes.
  5. Work with other programme officers to ensure the collection of relevant and appropriate data needed for an effective MEAL system which will be utilized in monitoring strengths, weaknesses, and gaps in existing programmes and for reporting on donor commitments.
  6. Contribute to programme reporting with timely and accurate analytical reports emphasising lessons learned, assessments and monitoring.
  7. Contribute to the development of the country strategy, new projects and donor proposals as requested.
Data Analysis, and M&E Reporting
  1. Analyse data to produce relevant indicators or trends to inform best practice and quality assurance.
  2. Responsible for monitoring and evaluation reporting in coordination with relevant team members.
  3. Suggest ways to facilitate data collection and date flows with team members.
  4. Carry out data quality assessments/audits regularly for MEAL data based on agreed indicators to guide decision making.
  5. Perform regular field visits to ensure the quality of data collected by project team and to verify the accuracy of reported data.
Learning, Accountability, and Capacity Building
  1. Identify and establish a reflective practice learning and development model that contributes to RWI’s Regional Asia Programmes  MEAL performance and builds the capacities of RWI staff through training and coaching
  2. Provide relevant evidence for learning from the project.
  3. Share learning and provide constructive comments to colleagues in order to ensure programme quality.
  4. Ensure Sex, Age, Disability Disaggregated Data (SADD), Accountability, and Gender standards are consistently adhered in programme delivery.
  5. Contribute to the added-value articulation and contextualisation of RWI’s thematic strategies in the Asia Pacific region.
Qualifications

Essential Criterion
  1. Master’s degree or higher degree by thesis in statistics, monitoring and evaluation, development studies, human rights, social sciences, or other relevant field.
  2. Experience/knowledge about human rights, environment and SDGs.
  3. Direct experience of action-oriented research phases, including the application of research findings into programmes.
  4. Experience of working with human rights promotion programming.
  5. Minimum of six years of relevant, progressively responsible experience in monitoring and evaluation of donor-funded program;
  6. Proven knowledge and application of MEAL systems and methodologies – including quantitative and mixed method evaluation approaches;
  7. Extensive knowledge and application of Theory of Change and Results-Based Framework for MEAL in development co-operation proven by implemented assignments in the field;
  8. Proven ability to develop results frameworks, indicators, and performance management plans for donor-funded projects.
  9. Demonstrated knowledge of design and analysis of qualitative and quantitative research methods
  10. Demonstrated experience of statistical packages and/or data analysis software and advanced computer skills
  11. Fluency in English with excellent English language writing skills
Desired
  1. Experience working with Swedish development cooperation (Sida)
  2. Knowledge of other languages relevant to working in the region
  3. Experience in designing and managing MEAL frameworks for regional program is highly desired
