Organizational Context

As one of the five decentralized parts of the IFRC Secretariat, the Asia Pacific Regional Office (APRO) leads the support to National Societies of 38 countries – including Bangladesh – through eight Country Offices and five Country Cluster Support Teams.


The position will be based in Jakarta with several duty trip nationally and internationally. The health officer will support health emergency (natural and non-natural) operation and community health program during normal situation. One of he/she portfolio is CP3 (Community Epidemic/Pandemic Preparedness Program) which align with Global Health Security program in Indonesia.


Job Purpose

  • The Health Officer will work towards building health capacity of the Indonesian Red Cross (Palang Merah Indonesia or PMI) strategic plans and other program planning documents / guidelines.
  • Under the supervision and guidance of the Health Manager, expands and coordinates IFRC support to Community Epidemic and Pandemic Preparedness (CP3) program and emergency health responses during health crisis as needed.
  • He/she is expected to ensure that IFRC/PMI CP3 program implementation align and contribute to achieve Indonesia’s National Action Plan for Health Security (NAPHS)
  • The Health Officer will support the coordination with Movement partners, government agencies and program sectors for effective and efficient health program implementation.
Job duties and responsibilities
Program Development
  • Support technical assistance to PMI on developing plan of action and budget for community epidemic/pandemic preparedness program (CP3)
  • Support PMI with planning and technical assistance for health/public health emergency operational plan if requested and/or if the disaster exceed NS capacities to respond
  • Monitor epidemiological data, health indicators, disaster and disease patterns for analysis and early detection of public health concerns, disease outbreaks or epidemics. Facilitate the identification of necessary initial response actions to be taken, where necessary and submit weekly reports to IFRC Health Manager on any current or potential outbreaks
Coordination and Strategic/technical work
  • Under the supervision and guidance of the Health Manager, provide technical health advice and support to ensure the CP3 program implemented in timely manner and meet all project outputs
  • Work closely with IFRC IM Senior Officer to deliver technical support to PMI on developing capacities to epidemic/pandemic data readiness, including monitor Community Based Surveillance (CBS) system working with standard procedures.
  • Support PMI on maintaining close collaboration with relevant departments at NHQ office, PMI Hospital and Blood Transfusion Unit to ensure the coherence of CP3 project implementation
Program and knowledge management
  • Support the Health manager to timely prepare regular updates on prevailing health risks in the countries, including regular surveillance analysis report under Community Based Surveillance (CBS) system
  • Support CP3 PMER process by conducting proper monitoring and evaluation, producing regular, timely and accurate narrative reports for the Federation, this include monitoring ITT (Indicator Tracking Table)
Job Requirements
  • Minimum university degree in medical health, public health or epidemiology
  • Master’s degree in public health are preferred
  • Minimum 4 years working experience in health program
  • Experience implementing community health programmes
  • Experience in supporting disaster emergency operation are preferred
  • Experience working on programme implementation with local actors and/or partners
  • Experience of working for a humanitarian organisation and/or the Red Cross Red Crescent Movement are preferred
  • Experience in working in developmental contexts and engaging effectively with beneficiaries especially women and children and vulnerable groups
  • Experience on supporting project planning & budgeting, supervision and management to include monitoring and evaluation including baseline and endlines.
  • Experience of producing narrative and other project reports
  • Self-supporting in computers (Windows, spreadsheets, word-processing)
  • Skills in training and developing staff
  • Fluent in written and spoken English
  • Fluent in written and spoken Bahasa.
