Consultant for Forest and Land Restoration (code: Forest and Land Restoration_West Java)

BACKGROUND:

The Gunung Gede Pangrango National Park GPNP and Gunung Halimun Salak National Park(GHSNP), collectively known as “Gedepahala” are the two largest tracts of remaining rainforest in Java, the most populated island in the world with its 130 million people. The National Park provides crucial services, particularly in the form of fresh water to 30 million people as the Park is situated in the backyard of five major cities including Jakarta, Indonesia’s bustling capital. In addition to providing a steady stream of fresh water, the forests of Gedepahala also provides protection from sudden floods as the mountains drain into the rivers and creeks around Jakarta. Several of Gedepahala’s rivers also continue to flow throughout prolonged dry seasons, providing a form of insurance against drought. In addition, Gedepahala shelters high biodiversity and a number of species that are found nowhere else in the world, such as the Javan gibbon, Javan hawk-eagle, Javan leopard, Grizzled leaf monkey, and Javan slow loris.

Unfortunately, in the last few decades these forests have been under increasing pressure as a result of urbanization and agricultural expansion. The rising demand for both farmland and housing has brought many communities to the border of both national parks. The lack of awareness and economic options from the communities who live in the border are identified as major underlying cause of encroachment into both national parks.

The project will develop a sensitivity analysis of forest and land by measuring bio-physical factors to identify restoration priority areas. This analysis includes program strategies and directive actions, investment requirement, cost benefit analysis, targeted communities, and potential investment partners identifications. This plan will be promoted as the main reference for developing water-related governance.

Under partnership with Government of Indonesia, the Ministry of Environment and Forestry, CI is looking for consultants’ support to provide technical assistance in developing forest and land restoration on basic forest management to targeted the national park.

Scope of Work:

  • Review the current restoration achievements in GGPNP and GHSNP Review and update upstream water catchment restoration achievements and initiatives in both Gunung Gede Pangrango National Park (GGPNP) and Gunung Halimun Salak National Park (GHSNP).  2. Identify the priority areas for restoration Based on #1 reviews, develop the priority area for restoration using multi criteria decision method or multi criteria analysis and present the results to both Parks Management and partners.  3. Develop an upstream water catchment restoration plan and integrate the restoration plan into government’s plan.
  • Hold multi-stakeholder workshop and explain how priority area has been decided.
  • Also, in the same workshop, develop an upstream water catchment restoration plan for GGPNP and GHSNP including strategic program and action directive, investment requirement, target communities, and potential investment partners, with the workshop participants.
  • Work closely with the GGPNP and GHSNP and integrate the restoration plan (developed in #2) into the government’s Ministry of Environment and Forestry plan.

TIMELINE: This Work will be effectively for approx. 90 days from September to November 2020.

REQUIREMENT:

  • A minimum master’s degree on science, biology, forestry, or related natural resource degree.
  • A minimum 5 years experiences working directly or participated with ecosystem restoration in West Java.
  • Proven skill and experience on planning and carryout restoration in West Java.
  • Familiar with GIS and spatial analysis.
  • A practical understanding of forest management in Indonesia, particularly in National Park management.
  • Ability to organize and facilitate workshop and field activities.
  • Experience and willingness to work with Government, NGO, and private sectors.
  • Knowledge of forestry regulations and laws, experience with issues related to natural resources, landscape, conservation, and/or forestry.
  • Ability to work independently and in a group.
  • Willingness and commitment to follow work plan, and excellent time management.
