CHAI Hepatitis Program
CHAI launched its Viral Hepatitis program in 2015 with the goal of catalyzing public-sector screening and treatment programs in LMICs. Following the launch of Hepatitis C programs in seven countries (Cambodia, India, Indonesia, Myanmar, Nigeria, Rwanda, and Vietnam), CHAI is now applying the techniques it has used successfully to improve access to HIV/AIDS and malaria treatment in developing countries to aim for the elimination of Hepatitis C and the achievement of a Hepatitis B-free generation. The program continues to focus on lowering the cost of diagnosis and treatment while supporting ministries of health to implement smart, data-driven strategies for scaling up access to services. Globally, the team interacts with donors, manufacturers, multilateral agencies, and other partners to identify and implement necessary market-based interventions. In-country, CHAI’s work ranges from helping governments select and source the right medicines and diagnostics, training health care workers in screening and treatment, designing the right service delivery mechanisms, implementing monitoring and evaluation systems, and mobilizing resources for program implementation.
Overview of CHAI Indonesia and Support to Hepatitis C Elimination
CHAI has been supporting Indonesia’s Ministry of Health since 2010, initially with the supply chain management of adult antiretroviral therapy and other technical assistance such as the optimization of laboratory systems to support HIV care and treatment. In recent years, CHAI has expanded its support to new vaccine introductions, family planning, and maternal and child health, amongst other program areas.
Since 2016, CHAI has been supporting the Sub-directorate of Hepatitis and Gastrointestinal Infection in the Ministry of Health to develop, launch and scale a proven service delivery model to diagnose and treat HCV patients. To date, CHAI has supported a range of activities, including the development of foundational policy and clinical documents, training materials for local government partners and healthcare workers, and monitoring and evaluation systems, amongst others. CHAI is also supporting further case finding and treatment in vulnerable populations, such as in the prison population and amongst people living with HIV. In view of the strong results generated, in late 2019, the Ministry of Health announced its intention to scale the hepatitis program from the existing 15 provinces to all 34 provinces.
To support this effort, over the coming years, CHAI will continue to support the national program to strengthen existing systems, ensure the roll-out of services at health facilities, and identify additional sustainable financing.
Overview of the Hepatitis Program Officer Role
The Program Officer will support the Indonesia Ministry of Health to strengthen and scale hepatitis C services across the country. The support will comprise the development and implementation of key documents and tools to strengthen existing systems and build program management capacity at the national level, as well as direct engagement with provincial governments and health facilities to identify barriers and facilitate the roll-out of services. The Program Officer will also engage with other local and international partners to identify opportunities for further financing and resource mobilization.

The candidate must be self-driven, entrepreneurial, adaptable, and have a high level of comfort with ambiguity. They must be self-assured, a fast learner, resilient, and a strong team player. The program officer will be based in Jakarta and will report to the Program Manager. Occasional travel to other provinces will be required.
- Provide strategic support to the Program Manager to ensure smooth and successful program coordination, planning, and implementation
- Work closely with local stakeholders, including heads of departments, other government bodies, health facilities, international NGOs, and community-based organizations, to identify barriers to scale-up of services
- Develop technical guidance and documents alongside other stakeholders
- Design, develop and implement programmatic tools, such as supply chain management and monitoring and evaluation tools
- Build capacity of government staff and healthcare workers to manage and scale the program through regular meetings focused on program strategy and the utilization of key programmatic tools
- Support implementation of services at provinces and health facilities through regular mentoring and supervision either via site visits or online channels
- Regularly monitor and evaluate program activities, and communicate changes needed to ensure continuous program improvement
- Document key activities and outcomes and disseminate key learnings to advocate and inform the launch of services in other provinces
- Engage with partners to understand the financing landscape and work with government partners to identify sustainable financing sources
- Perform basic finance and admin functions as needed under the guidance of the CHAI Finance team
- Perform any other tasks assigned by the Program Manager, Senior Program Manager, and/or Program Director
- Bachelor’s degree or equivalent in medicine, public policy, public health, health financing, or a related field
- At least three years of professional experience in a demanding and results-driven environment
- Strong analytical skills and ability to think strategically in a change-oriented manner
- Ability to absorb and synthesize a broad range of information, including technical information on HBV and HCV
- Ability to work independently on complex projects in an entrepreneurial manner, handle multiple tasks simultaneously, set priorities, and meet deadlines with minimal supervision
- Exceptional diplomacy and interpersonal skills, with demonstrated ability to build strong professional relationships with and influence a range of stakeholders
- Strong written and oral communication skills in English and Indonesian, with the ability to prepare compelling presentations
- Proficiency in Microsoft Word, Excel, and Powerpoint
- Experience working in an unpredictable environment, with an ability to quickly adapt to new situations
- Excellent attitude to the work and self-motivated persona
- Sensitivity to cultural contexts
- Experience in health economics and knowledge of Hepatitis, HIV, or other major global infectious disease problems is an advantage
