CONSULTANT FOR GEOGRAPHICAL INFORMATION SYSTEM TECHNOLOGY (GIS)
UCLG ASPAC is one of the Regional Sections of United Cities and Local Governments (UCLG), an amalgamation of International Union of Local Authorities, United Towns Organization (UTO), and World Association of the Major Metropolises (METROPOLIS). UCLG is a worldwide association, and the only local government organization recognized by the United Nations. The Asia and Pacific region is the biggest of the Regional Sections in UCLG with linkages to more than 7,000 local governments. It represents over 3.76 billion people- making up more than half of the world’s population– and incorporates economically fast-developing countries such as China, India, and Indonesia.
In January 2020, the European Union (EU) and the United Cities and Local Governments Asia Pacific (UCLG ASPAC) launched the Climate Resilient and Inclusive Cities (CRIC) Project to help cities plan and prepare better to mitigate and adapt to climate change. The project seeks to create long-lasting and unique cooperation between cities and research centers in Europe, Southeast Asia, and South Asia through a series of workshops, joint training, and transfer of knowledge and testing tools. The project will be implemented in 10 Indonesian pilot cities where the city governments will receive technical assistance on how to integrate resilience and inclusivity in their urban development plans.
One of the basic training required is Geographical Information System Technology (GIS). GIS has become an effective spatial planning tool or tool to support policymakers, including in development planning. The effectiveness of handling climate change problems and urban resilience cannot be separated from several aspects, including development planning at the city level which is accurate. Substantially accurate development plans are prepared through a holistic-thematic approach by considering all elements of development, as well as integrative units that unite several authorities in one integrated process in achieving development goals, and spatially by considering the spatial dimensions in planning.
The assignment corresponds to the CRIC Project’s activities; hence costs incurred during the assignment will be allocated from the CRIC Project.
The objective of the assignment is a provision of interpreting service from English to Indonesian and Indonesian to English of various activities throughout the project, onsite, or remote.
SCOPE OF WORK
The consultant is expected to deliver the following training:
- Introduction to Geographic Information Systems (GIS)
- Geographical Data and Data Management
- Installation and Introduction of GIS Software
- Coordinate and Projection Systems
- Spatial Data Input and Editing
- Database Management
- Basic Spatial Analysis – Presentation of data and information (Map Production)
- 3-days training on GIS
- GIS training module for CRIC project
