Context:

Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including Counter-Trafficking Labour Migration/Labour Mobility and Social Inclusion (CT-LM/LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Governance and Resettlement and Voluntary Returns.

IOM’s Immigration and Border Governance (IBG) Division supports Member states in strengthening the policy, legislation, operational systems, human resources and administrative and technical structures required to respond more effectively to diverse migration and border management challenges. IBG project and activities are in line with IOM’s commitment to facilitate orderly, safe and regular migration and mobility.

Under the direct supervision of the Project Associate and the overall supervision of the Programme Manager, the Project Assistant will be responsible for provision of operational support, reporting, coordination with the local government, local communities, and other relevant stakeholders in the targeted province for the support of the STREAM project ‘Transcending Borders: Strengthening Coordination, Detection and Management of Migration-Related Transnational Organized Maritime Crime in Indonesia’.

Responsibilities and Accountabilities

  • In close coordination with the Project Associate in Jakarta, provide day-to-day operational support for the implementation of Immigration and Border Governance (IBG) on-going STREAM project’s components, such as trainings, workshops, coordination meetings and awareness raising campaign.
  • Assist in liaising with district governments and other relevant non-state actors to support implementation of project activities and to achieve STREAM project objectives in the field.
  • Under the guidance of Project Associate, and in coordination with relevant stakeholders, support the development of awareness raising materials, coordinate with the coastal communities and local leaders, and organize awareness raising campaigns on the field.
  • Provide regular field updates to the supervisor and project team to inform about progress, challenges, lessons learned, and other relevant issues in the project location.
  • Support the monitoring of on-going activities on the field, draft meeting minutes and monitoring reports and ensure that relevant project files are up to date.
  • Provide administrative assistance with the implementation of project-related activities (workshops, seminars, coordination meetings, etc.) as required and prepare the draft minutes/report of any meetings or events attended.
  • Undertake in-country duty travel related to project implementation in close supervision and guidance of Project Associate, as requested.
  • Under the guidance of Project Associate, attend meetings or workshops organized by stakeholders on relevant Immigration and Border Governance issues, and provide a meeting minute/report.
  • Provide any other clerical assistance (drafting letters of correspondence, minutes of meetings, etc.) as necessary.
  • Perform other duties as may be assigned.

Required Qualifications and Experience

EDUCATION

  • University Degree or equivalent in Political/Social Sciences, Communication, International Relations/Development, Law or related fields from an accredited academic institution with  minimum 2 (two) years of relevant professional experience, or;
  • Completed High School degree from an accredited academic institution, with at least 4 (four) years of relevant professional experience.

EXPERIENCE

  • Experience in project implementation and administration.
  • Liaison and networking skills and experience with state and non-state actors are required. Experience working with local communities will be an asset.
  • Experience in facilitating trainings/workshops/coordination meetings and community development are desirable.
  • Demonstrated ability to prepare clear and concise reports and to analyze and interpret source information and data.
  • Adept at disseminating information through various forms of media, including relevant social accounts.

SKILLS

  • Indonesian National with good knowledge and understanding of migration, border security and related issues in Indonesia.
  • Excellent communication skills, personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking.
  • Strong liaison skills with state and non-state actors.
  • Strong training and working with communities.
  • High level of computer literacy and Microsoft Office tools is required. Knowledge of IOM computerized systems is an advantage.
  • Having skills in graphic design, photography/video making, and editing will be an advantage.
  • Awareness of gender issues.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Able to manage workload within general schedule of work, instructions and standard practices with minimal supervision.
  • Willingness to travel and to work under difficult conditions.

Languages 

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and Bahasa Indonesia is required (oral and written).
